- can you read the silkscreen on top of all chips?
- what firmware rev do you use, ATI3<cr>?
- does the modem react to other commands?
- if you use AT&F&W&W1<cr> followed by ATZ<cr>, what happens?

- sounds like something in HW is broken, I have never heard of this one.
